今天，我们以学习贯彻新时代中国特色社会主义思想为题举行集体学习，目的是发挥示范作用，推动全党在主题教育中深入学习贯彻新时代中国特色社会主义思想，打牢思想理论基础。
Today, we are holding a collective study session on learning and implementing the Thought on Socialism with Chinese Characteristics for a New Era. The purpose is to play a demonstrative role and promote the comprehensive study and implementation of the Thought on Socialism with Chinese Characteristics for a New Era throughout the entire Party during the theme education, in order to establish a solid ideological and theoretical foundation.
这里，我围绕开展主题教育强调几点。
Here, I would like to emphasize several points regarding the implementation of the theme education.
第一，学习贯彻新时代中国特色社会主义思想是新时代新征程开创事业发展新局面的根本要求。对于我们这样一个世界上最大的马克思主义执政党来说，理论强，才能方向明、人心齐、底气足。拥有马克思主义科学理论指导是我们党坚定信仰信念、把握历史主动的根本所在。坚持用马克思主义中国化时代化最新成果武装全党、指导实践、推动工作，是我们党创造历史、成就辉煌的一条重要经验。新时代新征程，面对错综复杂的国际国内形势、艰巨繁重的改革发展稳定任务、各种不确定难预料的风险挑战，要实现党的二十大确定的战略目标，迫切需要广大党员、干部特别是各级领导干部进一步深入学习贯彻新时代中国特色社会主义思想，这是党中央确定在全党开展这次主题教育的主要考量。
First, learning and implementing the Thought on Socialism with Chinese Characteristics for a New Era is the fundamental requirement for creating a new situation in the development of our cause on the new journey of the new era. As the largest Marxist ruling party in the world, we need strong theoretical foundations to ensure clear direction, unity among the people, and confidence. Having the guidance of Marxist scientific theories is the fundamental basis for our Party's firm beliefs and grasp of historical initiative. Adhering to arming the entire Party with the latest achievements of Marxist theories that have been localized and modernized in China, using them to guide practice and promote work, is an important experience for our Party to create history and achieve brilliance. In the new era and on the new journey, facing the complex domestic and international situations, the arduous tasks of reform, development, and stability, as well as various unpredictable risks and challenges, it is urgent to further deepen the study and implementation of the Thought on Socialism with Chinese Characteristics for a New Era by the broad Party members and cadres, especially by leaders at all levels. This is the primary consideration of the Party Central Committee in launching this theme education throughout the Party, in order to achieve the strategic goals set at the 20th National Congress of the Party.
党的理论创新每前进一步，理论武装就要跟进一步。新时代中国特色社会主义思想历经了10年的发展历程，伴随着这一历程，我们也推动全党学习了10年，取得了明显成效。但是，理论武装的任务仍然艰巨。一方面，在真学真信真用、学懂弄通做实方面，还存在一些需要引起重视的问题。另一方面，党的创新理论在不断发展，党的二十大提出了一系列重大思想、重大观点，党的二十大以来在阐述党的二十大精神过程中又提出了一些新观点，特别是提出并系统阐述了中国式现代化这个重大理论和实践问题，进一步丰富了新时代中国特色社会主义思想。这方面的学习贯彻才刚刚开始。这次主题教育确定以学习贯彻新时代中国特色社会主义思想为主题，就是要推动全党特别是领导干部把学习贯彻新时代中国特色社会主义思想不断引向深入。
For every step of theoretical innovation by the Party, there must be a corresponding advancement in theoretical armament. The Thought on Socialism with Chinese Characteristics for a New Era has undergone a development process of ten years. Along with this process, we have also promoted the Party's learning for ten years, yielding significant results. However, the task of theoretical armament remains arduous. On the one hand, in terms of genuinely learning, believing, and applying the theories and ensuring a solid understanding and practical implementation, there are still some issues that need attention. On the other hand, the Party's innovative theories continue to develop. The 20th National Congress put forward a series of major ideas and viewpoints, and since then, in the process of explaining the spirit of the 20th National Congress, some new viewpoints have been proposed, particularly emphasizing and systematically elaborating on the significant theory and practice of Chinese-style modernization, further enriching the Thought on Socialism with Chinese Characteristics for a New Era. The implementation of learning in this aspect has only just begun. The theme of this theme education, which focuses on learning and implementing the Thought on Socialism with Chinese Characteristics for a New Era, aims to drive the entire Party, especially leaders and cadres, to deepen their understanding and implementation of the Thought on Socialism with Chinese Characteristics for a New Era.
第二，着力把握新时代中国特色社会主义思想的科学体系和精髓要义。党的理论创新过程是一个总结经验、探求未知、发现真理的过程，就是一个把握事物之间内在联系、揭示客观规律、预见事物发展必然趋势的过程，由此形成的理论成果自然是一个科学系统、逻辑严密、有机统一的整体。新时代中国特色社会主义思想就是紧紧围绕回答新时代坚持和发展什么样的中国特色社会主义、怎样坚持和发展中国特色社会主义，建设什么样的社会主义现代化强国、怎样建设社会主义现代化强国，建设什么样的长期执政的马克思主义政党、怎样建设长期执政的马克思主义政党等重大时代课题，不断深化对人类社会发展规律、社会主义建设规律、共产党执政规律认识的理论成果。其内容涵盖改革发展稳定、内政外交国防、治党治国治军等方方面面，构成一个完整的科学体系。党的二十大报告明确指出，“十个明确”、“十四个坚持”、“十三个方面成就”概括了这一思想的主要内容。我们既要全面系统地学习掌握这些主要内容，又要整体把握这一思想的科学体系，做到融会贯通。对各领域提出的新理念、新思想、新战略，对各方面工作提出的具体要求，都要放在整个科学体系中来认识和把握，避免碎片化、片面性，不能只见树木、不见森林。
Second, we need to grasp the scientific system and essence of the Thought on Socialism with Chinese Characteristics for a New Era in the new era. The process of theoretical innovation by the Party is a process of summarizing experiences, exploring the unknown, and discovering truths. It is a process of understanding the intrinsic connections between things, revealing objective laws, and foreseeing the inevitable trends of their development. The theoretical achievements that result from this process are naturally a scientific system, characterized by logical rigor and organic unity.
The Thought on Socialism with Chinese Characteristics for a New Era revolves around answering significant questions for the new era, such as what kind of socialism with Chinese characteristics should be adhered to and developed, how to uphold and develop socialism with Chinese characteristics, what kind of socialist modernized powerful country should be constructed, how to construct a socialist modernized powerful country, what kind of long-term ruling Marxist party should be built, and how to construct a long-term ruling Marxist party. It continuously deepens the theoretical understanding of the laws of social development, the laws of socialist construction, and the laws of Communist Party governance. Its content covers various aspects, including reform, development, stability, domestic and foreign affairs, national defense, party governance, state governance, and military governance, forming a comprehensive scientific system. The 20th National Congress report explicitly states that the "Fourteen Fundamental Principles," the "Thirteen Accomplishments," and the "Ten Major Goals" summarize the main content of this thought. We should not only comprehensively and systematically learn and grasp these main contents but also have a holistic understanding of the scientific system of this thought, achieving integration and coherence. New concepts, ideas, and strategies proposed in various fields, as well as specific requirements for various aspects of work, should be understood and grasped within the context of the entire scientific system, avoiding fragmentation and one-sidedness. We should not just see individual trees but also recognize the forest as a whole.
同时，学深悟透新时代中国特色社会主义思想，还必须把握这一思想的世界观、方法论和贯穿其中的立场观点方法。党的二十大报告提出了继续推进理论创新的科学方法，即必须坚持人民至上、必须坚持自信自立、必须坚持守正创新、必须坚持问题导向、必须坚持系统观念、必须坚持胸怀天下。这“六个必须坚持”，也是新时代中国特色社会主义思想的立场观点方法的重要体现。只有准确把握包括“六个必须坚持”在内的新时代中国特色社会主义思想的立场观点方法，才能更好领会这一思想的精髓要义，才能把思想方法搞对头，认识问题才站得高，分析问题才看得深，开展工作也才能把得准，确保张弛有度、收放自如。在实际工作中，一些领导干部判断形势不准确，应对风险不主动，处理复杂矛盾问题顾此失彼、进退失据，往往都同没有把握好党的创新理论的精髓要义密切相关。
At the same time, in order to truly understand the Thought on Socialism with Chinese Characteristics for a New Era in depth, we must also grasp its worldview, methodology, and the underlying positions and approaches. The report of the 20th National Congress put forward scientific methods for advancing theoretical innovation, emphasizing the need to uphold the supremacy of the people, self-confidence and self-reliance, adherence to tradition while pursuing innovation, problem-oriented approach, systemic thinking, and embracing a global perspective. These "six must-upholds" are also important reflections of the position and approach of the Thought on Socialism with Chinese Characteristics for a New Era. Only by accurately grasping the position and approach, including the "six must-upholds," of the Thought on Socialism with Chinese Characteristics for a New Era, can we better understand its essence and core principles, ensure our thinking and methods are correct, elevate our understanding of problems, delve deeper into their analysis, and carry out our work more accurately. This will ensure a balanced approach, flexibility, and effectiveness. In practical work, some leaders and cadres often make inaccurate judgments about the situation, fail to proactively respond to risks, and struggle to handle complex and conflicting issues. These issues are often closely related to a lack of understanding of the essence and core principles of the Party's innovative theories.
第三，发扬理论联系实际的优良作风。理论在一个国家实现的程度取决于理论满足现实需要的程度，理论作用发挥的效度取决于理论见诸实践的深度。实践性是马克思主义的显著特征，学习新时代中国特色社会主义思想的目的全在于运用，在于把这一思想变成改造主观世界和客观世界的强大思想武器。只有把自己的思想摆进去、把工作摆进去、把职责摆进去，才能真切感悟到科学理论的真理力量和实践伟力。
Third, we need to promote the fine style of linking theory with practice. The degree to which theory is realized in a country depends on the extent to which it meets the needs of reality, and the effectiveness of theory depends on the depth of its implementation in practice. Practicability is a prominent characteristic of Marxism. The purpose of learning the Thought on Socialism with Chinese Characteristics for a New Era is to apply it, to transform it into a powerful ideological weapon for transforming the subjective and objective world. Only by putting our own thoughts, work, and responsibilities into practice can we truly appreciate the power of scientific theories and the greatness of practice.
党的二十大报告提出用新时代中国特色社会主义思想凝心铸魂，就是要推动全党以党的创新理论为武器改造主观世界。在这次主题教育中，党员、干部特别是各级领导干部要主动把自己的思想摆进去，学习掌握党的创新理论关于坚定理想信念、提升思想境界、加强党性锻炼的一系列要求，包括不忘初心、牢记使命，胸怀“国之大者”，提高政治判断力、政治领悟力、政治执行力，“三严三实”，忠诚干净担当，为民务实清廉等等，始终保持共产党人的政治本色。特别是要把这一思想的世界观、方法论和贯穿其中的立场观点方法转化为自己的思想武器，内化于心、外化于行。
The report of the 20th National Congress emphasized that the Thought on Socialism with Chinese Characteristics for a New Era should be used to consolidate the Party's unity and forge its soul, aiming to transform the subjective world of the entire Party with the innovative theories of the Party. In this theme education, Party members and cadres, especially leaders at all levels, should actively incorporate their own thoughts, learn and master the Party's innovative theories concerning the firmness of ideals and beliefs, the elevation of ideological realm, and the strengthening of Party character. This includes not forgetting the original aspirations and remembering the mission, embracing the "greater cause of the country," enhancing political judgment, political comprehension, and political execution, abiding by the "Three Stricts and Three Earnests" principles, being loyal, clean, and responsible, and being pragmatic and incorruptible in serving the people. It is essential to maintain the political character of a Communist Party member. Particularly, it is necessary to transform the worldview, methodology, and the underlying positions and approaches of this thought into one's own intellectual weapons, internalizing them in one's heart and externalizing them in one's actions.
要把党的创新理论运用到贯彻落实党的二十大提出的重大战略部署中去。要善于运用新时代中国特色社会主义思想观察时代、把握时代、引领时代，更好统筹中华民族伟大复兴战略全局和世界百年未有之大变局，深刻洞察时与势、危与机，积极识变应变求变。要善于运用这一思想推进中国式现代化取得新进展、新突破，强化政治领导，丰富战略支撑，拓展实践路径，破解发展难题，激发动力活力，使中国式现代化的中国特色更加鲜明、优势更加彰显、前景更加光明。要善于运用这一思想解决经济社会发展中的各种矛盾和问题，完整、准确、全面贯彻新发展理念，加快构建新发展格局，推动高质量发展，促进共同富裕。要善于运用这一思想防范化解重大风险，增强忧患意识，坚持底线思维，居安思危、未雨绸缪，时刻保持箭在弦上的备战姿态，下好先手棋，打好主动仗，对各种风险见之于未萌、化之于未发，坚决防范各种风险失控蔓延，坚决防范系统性风险。要善于运用这一思想深入推进全面从严治党，时刻保持解决大党独有难题的清醒和坚定，既注重解决好出现的新问题，又注重解决好存在的深层次问题，确保党永远不变质、不变色、不变味。
We must apply the Party's innovative theories to the implementation of the major strategic arrangements put forward at the 20th National Party Congress. We should be adept at using the Thought on Socialism with Chinese Characteristics for a New Era to observe, grasp, and lead the era, better coordinate the overall strategic framework of the great rejuvenation of the Chinese nation and the unprecedented global changes of the century, deeply understand the challenges and opportunities presented by the situation, and actively respond and adapt to changes. We should be adept at using this thought to make new progress and breakthroughs in promoting Chinese-style modernization, strengthening political leadership, enriching strategic support, exploring practical paths, addressing developmental challenges, and unleashing motivation and vitality. This will make Chinese-style modernization more distinctive, its advantages more prominent, and its prospects brighter. We should be adept at using this thought to address various contradictions and issues in economic and social development, fully, accurately, and comprehensively implement the new development concept, accelerate the establishment of a new development pattern, promote high-quality development, and promote common prosperity. We should be adept at using this thought to prevent and defuse major risks, enhance awareness of risks and dangers, adhere to bottom-line thinking, be vigilant in times of stability, make advance preparations, maintain a state of readiness, take the initiative, and be fully prepared for various risks before they arise. We must resolutely prevent risks from escalating and spreading out of control, and guard against systemic risks. We should be adept at using this thought to deepen the comprehensive and strict governance of the Party, maintaining a clear and firm understanding of the unique challenges faced by a large Party, addressing new problems that arise and resolving deep-rooted problems, ensuring that the Party never degenerates, changes color, or loses its original essence.
第四，中央政治局的同志要在主题教育中当表率。党的十八大以来，我反复强调领导干部在各个方面都要坚持以身作则、以上率下。实践证明，这是一种有效的领导方法和工作方法。这次主题教育，中央政治局的同志要带头学习领会和贯彻落实党中央关于深入开展主题教育文件的精神，以更高标准、更严要求、更实措施，为全党作示范、立标杆、带好头。要带头抓好理论学习，引导和推动全党把学习贯彻新时代中国特色社会主义思想引向深入。要带头抓好调查研究，深入实际、深入群众，增强问题意识，真正把情况摸清、把问题找准、把对策提实，提出解决问题的新思路新办法，引导和推动全党大兴调查研究之风。要带头抓好问题检视和整改，紧密结合新形势新任务新职责，把学、查、改有机贯通起来，全面查找自身不足和工作偏差，正确对待和自觉接受党内外监督，认真开展批评和自我批评，着力从思想根源和制度机制上解决问题，带动全党深查实改，以整改的实际成效取信于民。要带头抓好所在地区、分管领域的主题教育，压实领导责任，全程掌握进展情况，着力发现和解决各种苗头性、倾向性问题，正确处理日常工作与主题教育的关系，把工作抓实、抓深，确保方向不偏、力度不减，推动主题教育扎实开展，努力取得实实在在的成效。
Fourth, members of the Central Political Bureau should set an example in the theme education. Since the 18th National Congress, I have repeatedly emphasized that leaders at all levels should lead by example and set the tone. Practice has proven that this is an effective leadership and working method. In this theme education, members of the Central Political Bureau should take the lead in studying, comprehending, and implementing the spirit of the Party Central Committee's documents on deepening the theme education. They should set higher standards, stricter requirements, and more practical measures, serving as examples, benchmarks, and leaders for the entire Party. They should take the lead in promoting theoretical learning, guiding and driving the entire Party to deepen its understanding and implementation of the Thought on Socialism with Chinese Characteristics for a New Era. They should take the lead in conducting investigations and research, immersing themselves in practice and connecting with the masses, enhancing awareness of problems, truly understanding the situation, identifying the issues accurately, and proposing new ideas and approaches to solve problems, guiding and driving the entire Party to conduct extensive investigations and research. They should take the lead in examining and rectifying problems, closely combining the new situation, new tasks, and new responsibilities, integrating learning, investigation, and rectification, comprehensively identifying their own shortcomings and work deviations, treating internal and external supervision correctly and accepting it willingly, conducting serious criticism and self-criticism, focusing on resolving problems from the root causes and through institutional mechanisms, driving the entire Party to conduct thorough investigations and implement real changes, and gaining the trust of the people through the practical effectiveness of rectification. They should take the lead in conducting the theme education in their respective regions and areas of responsibility, taking on leadership responsibilities, overseeing the progress throughout the process, focusing on identifying and addressing emerging and tendentious issues, properly balancing daily work and theme education, ensuring solid and in-depth work, maintaining the correct direction and intensity, promoting the solid implementation of the theme education, and striving to achieve tangible results.
