新华社昆明5月16日电 中共中央政治局委员、国务院副总理张国清近日在云南调研防灾减灾工作，出席“应急使命·2023”高山峡谷地区地震灾害空地一体化联合救援演习并讲话。他强调，要深入贯彻习近平总书记关于防灾减灾救灾的重要讲话和重要指示批示精神，牢记习近平总书记“救民于水火、助民于危难、给人民以力量”的殷切嘱托，扎实做好防灾减灾救灾工作，全力防范化解重大灾害风险，为全面建设社会主义现代化国家开好局起好步营造安全稳定环境。

Zhang Guoqing, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Vice Premier of the State Council, recently conducted a research on disaster prevention and mitigation work in Yunnan. He attended the "Emergency Mission 2023" joint rescue drill for earthquake disasters in high mountain and canyon areas and delivered a speech. He emphasized the need to deeply implement the important speeches and instructions of General Secretary Xi Jinping on disaster prevention, mitigation, and relief. He urged everyone to remember General Secretary Xi Jinping's earnest instructions to "save people from water and fire, assist people in times of danger, and empower the people." He called for solid work in disaster prevention, mitigation, and relief, and full efforts to prevent and mitigate major disaster risks, in order to create a safe and stable environment for the comprehensive construction of a socialist modernized country.

　　14日至16日，张国清先后到云南省昆明市、丽江市，实地调研航空救援支队、防震减灾技术试验基地等应急救援能力和减灾体系建设情况，深入基层林区防火检查点察看火源管控情况，现场指挥调度“应急使命·2023”演习、观摩各项演练项目。他指出，防灾减灾救灾事关人民生命财产安全和社会大局稳定，当前各类灾害形势复杂严峻，务必树牢底线思维，以时时放心不下的责任感和顽强的斗争精神，立足防大灾、抢大险，全面提高重大灾害防范应对能力，最大程度降低灾害风险和损失。

From the 14th to the 16th, Zhang Guoqing visited Kunming and Lijiang in Yunnan Province to conduct on-site research on emergency rescue capabilities and disaster reduction system construction, including the aviation rescue squadron and the seismic disaster reduction technology test base. He conducted inspections at fire control checkpoints in grassroots forest areas to examine fire source control measures. He also directly commanded and coordinated the "Emergency Mission 2023" exercise and observed various training programs. He pointed out that disaster prevention, mitigation, and relief are crucial for the safety of people's lives and property, as well as the overall social stability. Currently, various types of disasters present complex and severe situations. It is necessary to establish a bottom-line thinking and strengthen the sense of responsibility and fighting spirit that never rests. By focusing on preventing major disasters and tackling major risks, we should comprehensively enhance the capabilities for preventing and responding to major disasters, and minimize disaster risks and losses to the greatest extent possible.

　　张国清强调，要坚持把习近平总书记关于防灾减灾救灾的重要讲话和重要指示批示精神作为根本遵循，落实党中央、国务院部署，坚持安全第一、预防为主，严格落实责任，切实提高风险隐患排查整改质量，察危于早、除险于小，提高安全设防水平，真正把问题解决在萌芽之时、成灾之前。要做好抗御大震巨灾应急准备，加强重大灾害趋势研究，提高多灾种和灾害链监测预警能力，突出抓好重点危险区跟踪监测，细化实化防范措施和处置预案，科学布局应急救援力量物资，坚决打好抢险救灾主动仗。要着力增强全灾种大应急实战能力，加强综合性消防救援队伍和专业应急救援力量建设，强化央地、军地协同联动，配备先进适用装备，推进各类队伍联建联训、实战演练，提升复杂条件、特殊区域、极端环境下的救援攻坚能力。要持续广泛开展防灾减灾宣传教育，促进全社会增强风险意识、培育安全文化、提升避险技能，筑牢夯实防灾减灾救灾人民防线。

Zhang Guoqing emphasized the need to adhere to the fundamental principles of General Secretary Xi Jinping's important speeches and instructions regarding disaster prevention, mitigation, and relief. He called for the implementation of the deployments of the Party Central Committee and the State Council, prioritizing safety and prevention, strictly implementing responsibilities, and effectively improving the quality of risk and hidden danger investigation and rectification. It is important to identify risks early and eliminate them when they are small, enhance the level of safety protection, and truly solve problems at their early stages before they develop into disasters.

Efforts should be made to be prepared for major earthquakes and catastrophic disasters, strengthen the study of major disaster trends, enhance the monitoring and early warning capabilities for multiple types of disasters and disaster chains, focus on tracking and monitoring key hazardous areas, refine preventive measures and contingency plans, scientifically allocate emergency rescue forces and supplies, and resolutely carry out rescue and disaster relief operations.

Attention should be given to enhancing the comprehensive emergency response capabilities across various types of disasters, strengthening the construction of integrated fire rescue teams and professional emergency response forces, strengthening coordination and cooperation between central and local governments as well as military and civilian forces, equipping them with advanced and suitable equipment, promoting joint training and practical exercises for various teams, and enhancing the ability to respond to rescue operations in complex conditions, special areas, and extreme environments.

Continued efforts should be made to widely carry out disaster prevention and mitigation propaganda and education, promote risk awareness and cultivate a culture of safety throughout society, enhance disaster prevention skills, and solidify the people's defense line for disaster prevention, mitigation, and relief.
